Start of game when you catch Shaundi and raid the armory
How:
You are better off to start hitman targets as soon as you land in steelport because if you get too far in the game it makes it imposible to finish some hitmen. For example you may have to kill some luchadors to get a targets attention but you cant if you own all of the luchadors area so my tip is small but effective!!
