Get the police to chase you and head straight for the bus station/depot and smash through the glass and go up the ramp and go through the glass and drive on to the top of the buses and stop right at the very end.
The police should begin to crash into the buses and your bounty will go up and up, But beware the police sometimes follow you up on to the buses but if they do just drop down and drive back up there.
