When facing the bosses on crackdown shoot, punch, kick and bomb them until they have one life left, then let them heal all the way back up to full health again and just repeat itthen when you kill them you will a heap load of exp

Play the game on co op and make sure your co op partner has 4 star strength, find a stunt marker and get your co op partner to pick up the car when your in it and throw you into the marker it will count as you jump though it giving you exp
