Use the Azlure Flute and trade it over to HeartGold/SoulSilver. Now catch an Arceus and go to Sinjoh Ruins and a person will lead you to Cynthia and she will give you the option to catch Dialga, Palkia or Giratina.
(You need to have at least one space in your party)
