Go to temple of Mara in Riften Talk to Maramel there (he may be wondering around town) and talk about mara weddings and he will offer you the amulet of mara buy it (costs 200 gold) and if you meet certain requrements wear it and talk to a villager and they may want to marry you be warned if you say no during the marriage you cannot get married again enjoy!.(you get achievement after you have said yes to marrying them.
