When you are in the sewers at the start of the game and are given a screen to chose minor and major skills choose Amorer, acrobatics, blade, restoration, Marksman, security, and sneak as your major skills when you get out of the sewers and do the arena alternating between blade,and marksman attacks while using restoration to heal after every few matches repair your armor and also pickpocket several times on each member in the sign up room you will level up fast.

When you exit the sewers. or whenever you want cash.
How:
When you exit the sewers. Kill attack an imperial guard then Go to Jensines shop in the imperial market district to earn easy money firstly equip your minor heath restoration spell, then drop any unuseful items (you can) get them later. The guards usually enter in two's and try to kill you. When asked choose (resist arrest), kill the guards restoring your heath if needed, search them and take everything as it will not be stolen material. You can sell everything straight to Jensine. This is a good way to make money starting out. If they stop coming and you wish to keep going, go out and attract more guards. If you have finished, when you see the next guard hold block and the action button on ps3 (L2,A) and go to jail. It doesnt really matter about losing skill points because you have just started anyway, upon leaving jail you will have X amount of money and will not be in trouble.

use the duplicate item cheat on a lockpick and pick them up, keep doing this whenever you need more lockpicks

When you do the thieve guild mission to enter when your finished go to the guys house that gave you the mission which is about 5 houses up from where you talk to him wait till hes in the house then attack him because he doesn't die just keep swinging at him every time he gets up and he doesn't attack back so all you need is some repair hammers and a sword and your good to level up.
